Vintage 1980's Blue Dress with Belt and Shawl Collar

Pretty vintage 1980s dress with a tie belt. Bright royal blue with a shawl collar embroidered with flowers. Half Sleeves, elastic waist, semi sheer. Unlined. Label Reads: Billy Jack For Her, polyester. There is no size tag, but I'd say its about a medium, do see the measurements below.

Near mint vintage condition.

Measurements when lying flat. Doubled at bust, waist and hip.
Armpit to armpit across bust: 36"
Waist: 29" at rest to about 34" fully stretched
Hips: loose
Shoulder to waist: 16.5"
Shoulder to bottom hem: 42"
